Looks like damage but better pics are needed to confirm. I would post a pic of each side of the coin and a closeup of the area in question

You have steady fingers to get that kind of picture using your cell phone. Did you use your cell phone? I think you will get better pics by putting your coin down (on a table?) then take a pic of just your coin (front/obverse/head & back/reverse/tail) plus the area you want to be addressed.

You will learn a lot from the forum...
