1994-D LMC Die Clash ? Or Something Else?

There seems to be an "8" or a "B" to right side of the monument. Kinda strange because there are actual holes in the coin. I've seen the mint mark of a 1983D LMC do something like this where it actually fell off the coin, leaving a hole behind...gotta love these zinc coins...
