I see these stains a lot on silver stuff. I am new but I think its from that silver test kits that leaves that type of mark when not cleaned after ? Someone more experienced maybe can tell you. It looks like that to me.

As I understand it, toning is damage. It's just a question of "Is it attractive?" This one's a little too shallow and splotchy to add any value to the coin.
