Looks like a Maximian Alexandrian tetradrachm, year 2 with Elpis reverse.

Yes, an Alexandrian tetradrachm of Maximianus. A common type and date. However, the star is typically at upper right in the reverse field, less often missing entirely. I didn't notice any others as yours, with star above L.
