But it's a toss up wether it's worth grading. High mintage year, not a lot of value there. You could take a chance on a high MS grade. Report this Post to the Staff

I think it's assumed to be FBL if it's a proof and if it doesn't have FBL then it gets an Impaired Proof designation. Report this Post to the Staff

There are many beautiful Franklin proofs that do not have FBL , and they are not impaired proofs . Report this Post to the Staff

A Franklin proof will not get an impaired proof designation simply because it lacks FBL. However, it is true that you cannot get the FBL designation for any Franklin proof. I was simply trying to point out to the OP that sending his suspected proof in for grading because of the potential for an FBL designation is not a good idea.
