The rough texture looks like environmental damage, so yes, leaving it outdoors would cause it. Not an error, but the good news its still worth 25 cents!

The color and surface roughness are simply not what comes out of the mint. If you'd like to confirm that you don't have a missing clad error, then please weigh this coin. If it is within mint specs, then environmental damage is the most likely culprit. Here is a link to Mike Diamond's excellent error-ref website with more details about cladding errors:
