I am intrigued by the "K" and "S" especially, but it is really hard to tell from those pictures. They are just too blurry.

The devices on these ATB Quarters are incuse. What difference does that make? On raised devices, the rule for a doubled die is wider devices are doubled dies and reduced devices are Machine Doubling. But because these are incuse devices, (opposite to raised devices) the rules are opposite. So on the devices on the ring area, 70% of these with the devices widened minor/huge are Machine Doubling. I have yet to see a real DDO on that ring area. Why not? Because the doubled dies on these designs are in the center of the designs. Same on the obverse, most of the time. (I have seen a few examples with a large doubled not on the center area) Because the dies on the States quarters and the ATB Quarters are struck from the single squeeze process, the doubled dies are not on the outer ring areas. (More central areas)

On the cents you can have a doubled die on the EPU of the Shield cents because they are also incuse, but closer to the central areas of the design. The DDR on these show reduction on the incuse devices, and enlargement on the raised devices:

So your coin is not a DDR, but is Machine Doubling on those devices. Hope this helps.
I'm still waiting for a DDR on these devices, but I doubt if we will see one. (These devices would be reduced in size if it ever appears)
