I have seen this before - evidently they are scarce, but with very little collector interest. A couple of people I know of are interested in these, and nobody really knows how they are created.

I agree with Chuck and I too have no idea what causes these to happen.

I have one of the "circle around Lincoln" in my collection of oddities. My suspicion is that it happened after hubbing, which would rule out a doubled die, but before the die was installed in the coin press. If my memory serves me correctly, it was John Wexler who first made mention of the anomaly.

No, it's definitely not a doubled die. In order for it to be a doubled die, the extra relief would have to match something in the design...I don't know of any big circles in the design.
These were initially thought to be something related to the reduction lathe, but that doesn't make much sense, because we would see thousands of these things if that were the case.
My best guess, and what is most probable, is a well placed die gouge. I believe these are related to the dime with the big curve near the ear and the Wisconsin quarters. All are large circular gouges with little explanation near the center of the design.

To my knowledge they have only been showing up over the past ten years or so. I believe I might have seen one on a 1999 cent, but that would be about the earliest.

I would think it is from before the hubbing and would be the result of an improperly shaped cone on the die blank. A die blank with a plateau at the peak of the cone might produce something like this.

I have this same coin found it 3 months ago. I sent it to BJ Neff and he could not tell me either how it happens. I have not found another one since then.
