But it just looks like wear to me or someone took a grinder to it. How does the obverse look?

PSD (Post Strike Damage). Not an error coin. Just a damaged coin unfortunately.

It's not an error. The fact that the rims are missing tells you that
the copper has been removed showing the zinc core.
What you have there is impossible to happen during the striking of the coin. PMD

It was stuck in something with moving parts or spent time on a parking lot or highway. Regardless that cannot happen at the mint so it's PMD.

Looks like to me the coin has been run through a dryer, that's some of look like that has been in running dryer
