I have come across some coins that were most likely involved in school experiments with weird finishes on them. This one is different its a shiny bumpy texture. Do you think its PMD or something else? Thanks.

Agree, damaged by heat, probably deliberately.

IMO..buffer wheel caused the "heat" texture

Yes heat damage. Cents are not clad.
