The comparison coin is a 1971P weight 3.11. The 1971D weight is just above 2.8. Other than weight everything looks normal. The underweight cent is on top and both were rotated at same time.

So its grossly underweight, correct? I'm not aware of any foreign planchets of this weight. Any ideas of what I might be dealing with here?

It seems to be slightly out of the mints tolerance level as stated above. I would guess little premium for one this close. If you had one in the 2g or under range it could be considered struck on a split planchet.
