Pretty sure that is Machine Doubling.

The first clue it is Machine Doubling? That outside area is affected on one side of the the devices. On a doubled die, the enlarging would be in the centers of the devices. On these quarters (the States and ATB Quarters) they are the single squeeze dies. On 98% of these, the doubled dies are on the central areas of the devices. So you looking in the wrong areas for a doubled die. Most of the obverse DDO's are on the earlobe or motto area of these quarters.
