I'm going to agree with Coinfrog on the grade. I'm wondering if the doubled eye was ever noticed or maybe I'm seeing things again....

ICCS would give this a MS64 I bet. A US grading company MS65+.

Look above the T in GRATIA, that's likely rust forming beneath the surface.
"Dipping" is not considered cleaning...
