@king, first welcome to CCF. Second no sorry but that second number 4 was struck properly but then damaged after it left the mint. Most often, we point to bubble gum machine mechanisms as the culprit, but it is impossible to know for sure how it was damaged.

clearer micro/macro photography might lead to to a different opinion on this one.

could be a Grease Filled Die, or (as previously stated) just PMD

closeup & in focus pics needed to be 100% sure
