Appears to be not worth grading. Full, high irresolution photos of the coin's obverse and reverse are needed for a better evaluation.

The reason it is not worth grading is that the fees can run up to $50 to have them graded. To have it slabbed as an error is an extra charge. So if it is $50 plus for the fees, why would you spend that on a coin that is worth less than $5. You would be out -$45.00/ Most collectors do not add a premium for the a slabbed coin. (I know I would never pay extra for them, just value for that die state/error value) So slabbing a coin is not a bonus for a coin. It makes them child proof, but no extra premium.
Looking again at this one it looks like an attached lamination. Still not a big premium though.
