The weight is at 5.5, so maybe I thought it could have been cleaned... But the brassy color is coming from the fields out.
Has nice clashes though. You can see some wings behind GW's ponytail.
The strike also seems much finer than normal. Any ideas on it?

Nice clash,obverse and reverse but not enough for a premium. The color makes me think a once buried coin,environmental damage.

I not sure of what has caused the toning, but I don't think it looked like this from the mint. It does have a nice die clash. Here's an overlay of a Washington quarter to help locate all of the clash marks.

Agree, color is due to some unknown environmental exposure.

Note the circulation wear on the hair? The color has rubbed off those areas. It was an outdoor find. Turned dark for a while. If you carried it for a time in your pocket, you will eventually see the normal color come back again. On a missing clad, the color doesn't wear off of the devices and the coin is a darker red and the strike are usually weaker when one of both clads are missing:
