Hi Guys,
If a silver dollar from the 70's is still sealed in its cellophane wrapper from the mint, and has no damage and has never been touched, could the grade still depreciate? Also, what would the grade have been originally?

It depends on storage, which country of origin / mint, treatment, etc. With thin packaging, oftentimes made of volatile materials, its entirely possible that a coin would not even grade in the MS range coming out of mint packaging after even 20-30 years. Belgium, Bahamas, Spain, among many others come to mind. Its on a case to case basis, so please specify which country, which packaging, and perhaps upload photos please.

There is a difference between storing an uncirculated coin roll in a safe storage, or in a car cupholder

The cellphone should protect it, but it may not be completely airtight and may contain PVC. So although one may think it provides protection that may not be a good assumption. So no definitive answer to your question. On the other hand this is a relatively common and low value coin so probably not worth worrying about it.
