Does the edge still have the reeds on it or is it rounded over like a Dryer Coin would be? Or else it could be just Grease Filled Die like @coin dude stated
I will buck the trend and say it is mostly a mint issue, but not unusual unless extreme. As a kid in the mid-eighties, plugging holes in a Whitman folder, I started saving similar looking, but new and shiny 1985 dimes, until I realized I just kept finding them. My coin collecting was a lot cheaper over thirty years ago!
