That looks to be an O instead of a C because of some die crack or damage. Interesting observation for sure.
It is kind of unusual to find a 1970 S Jefferson with that many steps present though.

Yes steps left side not bad, get jacked up in the middle to right.
C as said is just a die crack. Cool find, keep it til you get better IMO.

Hmmm, I missed "Proof" in the title.  I think it is a proof. So, the point I made above about the steps is not relevant to this coin. A business strike 1970 S with that many steps would be unusual. A proof 1970 S not at all. I assumed it was an AU business strike. I do believe it is an "impaired proof" and probably has post mint damage. I can't really tell what made the C look like an O? The shape of those flat square rims & how the outer surfaces meet the rims tell me it looks like a proof, the light contact marks tell me it was mishandled or circulated for a short time. Pebbly obverse, 2 or 3 steps at best, fwiw that looks like business strike to me. That might be a hit or scratch that makes the C look like an O.

I can see a clear hit mark on the opening of the c which spreads the material out to make it look like it is closed c.

 Good explanation! And yes, sure hase grainy fields for a proof, even if it was circulated. There were both S mint business strikes and proofs made in 1970 |

Well, I have to admit, I am wrong about it being a proof I guess. Those grainy (pebbly) surfaces got me to think and two+ steps on a 70S isn't unheard of.
