My guess would be PMD caused by a drop of a corrosive liquid landing on the surface of the coin and etching a small circle. Report this Post to the Staff

And the perimeter of the circle that is touching the 9 (not the 7) looks to be incuse, so it is some type of PMD. I don't think a drop of acid could get that small.
