I don't have access to a microscope. I took the photos
with my phone. I will try to get a better picture with my phone and a magnifying app

When you post at least tell us where you see doubling on the coin. That will help get a more direct answer.

Try using the macro zoom feature on your phone. I have an older iPhone 8 and it can do that, and it works fine. Give it a try! Your photos are really good, we just need to have a closer look.

I'm still very green to coin collection/identification, but while this doesn't match any DDO listing I could find for 1999 D pennies, it does appear to have some extra thickness on the bottom of some of the letters (G, D, and the E in WE). Could be circ flattening though since it doesn't appear that the other letters are affected. Just my 2 cents.
