It's my understanding that there is no uniform explanation for the numbers. Some coins were counter-stamped with consecutive numbers before being distributed to a given State for further distribution among the State's cities/towns (one coin per city, the number identifying the associated city), some coins were stamped with legislative district numbers (based on the Great Harvest Campaign's local chairman's location), and the reasons behind some others are simply unknown.

I would not, however, view them as serial numbers, as they don't represent strike order for the coins or are necessarily consecutive.
