Could This Be A Rim Burr Error On A 1974 D Dime Or Just Post Mint Damage?

It looks like a sharp edge of some kind hit it while it was flat on a table or something. You can see what looks like metal being pushed up on the rim from the reverse side also. Just my opinion.
