Looks like Environmental Toning.
Possibly been buried in the ground.

Outdoor finds turn brown. A copper missing clad would be red, not brown.

When to back into circulation for a time the color will comeback on the higher devices on the coin:

Eventually it will turn back to the normal color, but dull looking:

In circulation the brown color will turn black looking. It was never missing the cladding. It is under the coating.

Thank you for the input
But just wondering why this coin weighs 5.7 .
I weighed three 1993 quarters to see if there was a difference two weighed 5.66 grams and one weighed 5.65 grams.
That to me is funny why weigh more?

residue on the coin. If it were missing a clad, it would be lighter than normal. If you decide to carry it in your pocket, you can take weekly images of the transformation back into normal. I would love to see set images that would show that.

Thanks You Coop and chase007.
This is a mystery to me too ,with my luck it was buried in the ground. Then all the clad was rotted off and it gained weigh from the grime .I can see copper flaking off some of the letters .It took some abuse .
Or possible it weighed heavy before it got buried .

Talk a moist cloth and rub the rim (not the edge) and what it start to come off of the coin. The clad is still there. Take my word for it.

Hello again;
I have a little info to show I think you can make your own decision if its copper or silver.
But I believe its all copper by the way the pictures here look and specks of silver still on it, it was once silver on it I believe and some how its gone by environmental or some other means its now gone, but the problem I see is why does it weigh more now it should weigh less it doesn't look any thinner ether ?

The specks of silver color is the cladding coming back. If it were all copper, it would be more red in color and no hit of silver color would be present. Note on the rim by the motto. You can see the color showing thought the peeling there.

On some of your images you just added, I can see the cladding on the areas near the rims. Some images of the edge will be copper naturally. Any hint of silver shows it is a clad coin.

Here is the color of red you should be seeing if your coin was missing clads. It I not that red color. Just an outdoor find.
