I noticed the S in States appears in several places I read something about counterclash in a 1985 penny but it had to do with an E that appeared in the memorial

Possible grease-fill issue or die over-polishing.

Sharper photos might help, but it may not be strong enough to say definitely that it is a greasy die and not some kind of wear.

I would guess it is over polishing as the statue is also weak. The roof edges are not affected.

Not a doubled die. Seeing a different view on another image, it could be a Grease Fill, which is common.
