Obverse side is off center. The left side of the "W" is almost off the coin and hit at a weird angle. Is this an error coin? Reverse side is normal.

If the reverse is centered as you stated, then this coin is considered a MAD coin, "Mis-Aligned Die" but not enough to add any premium to it

Slightly MAD (Mis-Aligned Die), but that's about it. To hold any value, it would need to be even more Misaligned, but as is, it's worth a dime.
