IMO it is 4?

The chin looks it has a flat spot , but the lip doesn't have the beak look to it

With the Shamrock on the crown, it is a Obv. 3.
Seller even says in his description that there is a shamrock.

Flat spot on the chin.

All except OBV1 have the shamrock, and all have space between ribbon and neck. Seller is just making things up as he goes.
"Dipping" is not considered cleaning...

OBV 4 for sure. The way I identify OBV 3 quickly is the crown juts out from the forehead significantly, obv 1, 2 and 4 do not.

PCCB is just NGC copy slabs made in China and this seller has written on it. The holders themselves are actually very high quality I wouldn't be surprised if they are made by the same factory that makes NGC slabs themselves.

I agree with you.
plus the lip and chin clearly suggest to be obv 4.
I am wondering WHY the seller does not have it graded?
It should be an easy sell if graded...

Because an OBV4 is only worth about 25% of what the seller is asking, and they hope someone will believe their fantasy.
