I can see your question of concern . If you look at his hair and parts of building there is very slight wear on sample ''B''

. Also a small amount of dirt between WE & T of IGWT , that would make for AU-58 to PCGS . As far as Full Steps the photo of ''A'' didn't capture the steps virtually at all but it shows a strong strike with a lot of luster .

I think PCGS does not FS-label Jeffersons unless they are MS.
