I Am New To This Whole Thing. Can Someone Help With 1999 D Jefferson Nickel?

I am new here and to searching through my coins. I would not say that I am a collector yet. I got a huge tin of coins and I was going to take them to coinstar and get some cash. Then I started to do a little research. A month later, a microscope and coin scale I am knee deep in this now. I have found an interesting 1999 D Jefferson nickel. I know it is too worn to be worth anything but it is very interesting to me. Can someone please tell me if this is an error or just PMD. It seems odd that all of the other words are intact but States Of are missing. Thank you all for you time.

struck thorugh grease, 1999 might be the most common date for it

On 'STATES' that area was totally filled. On 'OF' an almost filled die there. (You can start to see the tops of the letters)

Note the devices are tapered and are wider at the bottoms of the devices. (If opposite, the coins would be stuck onto the die)
Most the time it is a partial fill leaving the devices wider/shorter in size:

More interest is shown for a larger amount of the coin showing blockage:

Thus the mention of 'Minor' for your example. (Just a small percentage affected)
