I spent a year there when I was in grade 7. I remember school being cancelled once for wind chill, which if I recall correctly was -72°F that day. Brrr!
We landed in St. Paul in the evening but couldn't dock at the terminal because the plane in our spot was frozen to the ground. We sat out on the tarmac for 45 minutes and by the time we docked my connecting flight was long gone with my luggage. I couldn't get another flight until 7:00 the next morning. The storm was still raging when we took off and when we finally climbed high enough to hit clear sky the entire plane broke out in applause and cheers.
I guess in places like that they're used to dealing with harsh winters. At some point they will ground all flights and I think we were almost at that point.

No sweat off my back... I have not been on a plane in nearly twelve years.
