It looks altered. If the obverse was normal, it may have been a split planchet. But with the damage, I feel that the coin was tampered with.

Hard to say exactly what happened to it but it didn't look like that when it was struck.

NOT a split planchet. No rims are the indictor. Looks to be intentional post mint damage on the reverse, roadkill on the obverse. No numismatic here, sorry.
