Gigi2, actually what you see in the hair is a retained interior die break/crack which connects to a die chip. It is similar to the coin I posted. In fact, it may be that yours is an earlier die stage of mine--meaning the chips and breaks got progressively bigger in the later stages as these quarters were produced. Thanks for posting the additional photo.
