No. It is a normal mintmark for that year. Slight Machine Doubling on the upper right area of the mintmark. On a RPM, the devices will be enlarged: The shape will be like the punch. In order to have a RPM, there has to be a spread on the punchings. If the mintmark is enlarged, but not showing a spread on the punch on the mintmark, then it is not a RPM. Case in point: Note how much larger the mintmark is? Well there is not spread that show two punchings. So it is not a RPM. There needs to be a spread: Different types of RPMs: Hope this helps.
