This extra ring on the 1985 $1 coin seems to come up ever now and then and it's not uncommon to see them up for sale on sites such as ebay for silly prices.

1985-$1-Double-Rim-Error

Some people say that it's due to Machine Doubling while others think it's due to a worn die but I've yet to hear of a definitive answer.

Scrape from rolling machines has been suggested too - none of the ones I've seen look raised.
