I'll guess - PR66 the spotting came later after it was slabbed.

IMHO, it's either a Katrina Proof or a Harvey Proof. A lot of beautiful coins were submerged in the toxic soup in the floods, and developed surface leprosy.

I live in Houston and can attest to the large volume of coins and guns brought in due to the floods. This looks like one of many. A lot of tears were shed.

i cant see this coin looked like this when it was slabbed to pull a 69. thats the ugliest 69 I have ever seen.

You could call it the unique "Turd Over Rays" variety and mark it up 3x for its extreme rarity. Marketing!
