Both older holders and overgraded. I suspect if cracked out and resubmitted now, they would not come close to crossing.
Similarly, old embossed ICCS holders are undergraded. Both companies have evolved over time... there are several big threads here on this very topic.

The problems are, asking PCGS to grade Canadian coins. PCGS will use US grading standards. That is a mistake. Canadian grading standards are different (and tougher).
