I have used Standard Envelope at times. I know what the stated eligibility requirements are. As a matter of fact I DL'd a copy of them last year. But lately I have found that it's not an option for items that clearly are within the guidelines. Here is one example: https://www.ebay.com/itm/234398545346

A much less important issue pertains to the cost. I always get charged $0.93, whereas sellers I deal with are most often paying 50-odd cents.

Yes I had this problem on a few occasions. So I have ebay support call me. and they are extremely fast! First time they tried to get me to explain to my customer that the shipping cost was more and get them to pay. I told them why when he did nothing wrong and I listed it properly? SO they said just pay it and they will refund the difference. Which they did. Next time I called, they said to relist in a different category it since the customer had't paid for it yet. and it did work that time. But I told them this listing was a proper category for this shipping option. She understood and opened a ticket to address it. so far I hadn't an issue since.

I tried customer service. They had a problem calling me back - possibly spam filter. So I did chat. I had to be persistent, as at first she tried to say that it wasn't an eligible item. I got her to look into it more and was told that others have contacted them. She said it will be resolved in 2-3 days and assured me it wouldn't happen again. We'll see.'
