There might have been a little grease in the die when this coin was minted and the FG didn't strike up correctly. A nice close-up pic of that area would help to confirm that there isn't a remnant there.

i cant tell from the picture if the initials "FG" have been MESSED with.

but here is some information from the STRIKE IT RICH WITH POCKET CHANGE 5th edition:

NOTE: the cross ref listings of FS-901 is no longer listed in the Cherry Pickers' Guide 6th Edition Volume 1.

Either a Grease Filled Die or over polishing from a mint employee. That value given is ridiculous.
