Over mintmarks ended long before 1990. The thin copper plating has split around the D mintmark exposing the zinc below to the air and zinc rot has set in.

My first thought is it looks a bit odd -- like a Chinese fake.

At the risk of piling on--given the pics posted--it looks like we have a case for a plating issue associated with the mint mark.
