Indeed an off-center strike you have there, obvious zlincoln probably dated in the late 1990s. Since it was that far off center, I would believe that it would be broadstruck since the retaining collar was not there to hold the blank in place. The immense pressure of the dies coming down to mint this coin that happened to be off center shoved the coin downwards hence the smearing of the metal above the obverse motto.
Where do these major off-center ones come from if they are not normally in circulation? I've never come across one but there seem to be a lot of them for sale on ebay all the time.
