I noticed this today. There is a ripple effect behind Washington's hair and looked for a while online trying to find something to keep me from posting a question. No luck.

Polishing lines was the first thing I thought too.

What causes polishing lines? Is it a mint error or type of error?

It is not an error, it is caused when a mint worker polishes the
dies and does not properly remove the lines left from polishing.

Kinda neat how they perfect follow the hair line making it almost like like extra hair, I agree with the consensus here.
