Has to be damage as that could not happen when the coin was struck.

Seeing circular mechanical damage like this makes me wonder if this quarter was used to level out a table leg in a restaurant. Impossible to tell of course exactly what caused the damage, but it can be fun to speculate.

If you cannot see for yourself that this is not a mint error, then you have a lot more studying to do my friend. As JimmyD said, this could not have happened at the mint. I suggest you learn how coins are made and study various errors and exactly what they look like. With you next coin you show us, try to describe what you see and be more specific with your titles and question for us.

Anytime you see a gouge it the coin and built-up metal above the surface it is PMD.
