on this 1975 D cent could this be a woody it doesn't look right to me but what else could it be it looks almost like powder but I dipped it and it doesn't come off

Agree--not a woody--as defined in the numismatic sense. I'm seeing what appears to be a thin layer of crud/staining on the reverse.
