Quarters was always issued in USA. Only Canada collaborate for the technology of cladding, but never strike any pattern. the patterns was performed in USA by the certify Mint partners. The stories about outside country strikes is fake. USA Mint collaborate with some Mints but never made essay outside of the country. Patterns are issues when is chanced the metal or dimensions. What I have in my database for quarters was perform in 1931, 1964 and 1999. Small scale without mass population or marketing check.
