I thought it might be lines from somebody putting tape over it but you can feel the grooves. Anyone have any ideas as to what may have done this and whether or not it is rare to see something like this? If anything, it's interesting to look at. It's odd that the lines seem consistent over the raised devices and the field. Is there anything on the reverse side?

If I had to place a bet, I would guess roller lines on the metal sheet, before it was punched into planchets.

notice the lack of lines between IN and the portrait, this tells me the coin spent time obverse down on a patterned cloth or similar, and picked up contact toning from it

I'm thinking it's a 'pattern transfer' issue. What does the reverse look like?
A couple of sharp, closer-in pics taken at a slight angle might tell us more.

You wouldn't be able to feel toning. What is pattern transfer?

patterned cloth is not perfectly flat, so a coin laid upon it will contact only the higher parts of the cloth, leading to a chemical change that after time can be felt in those areas

 to the CCF! This reminds me of the rubberized cabinet liners you can use to keep the wood in your cabinets and drawers to keep it from being scuffed and scratch by plates and dishes. Here's what we have, it's just a different pattern. I've seen this same type of lines on things that were in contact with the liner. Not any coins, but lots of other things.
