It is a step in the right direction but alas there will be a large number of double dippers. Odd that:
a) the ballot is open to those who create an account after the 3rd November
b) they are still allowing 3 coins per ballot

I reckon there will be thousands of 'new' accounts created before the ballot, with many accounts belonging to the same individuals.
