Not sure what caused this date to appear cut off on the 1, and both 9's. Suggestions?

Vending machine are very tough on these coins. They internal works create a wear pattern on the devices. Some these missing devices are aloso caused by grease that gets into the die. Neither have a premium for these. Just more coins to keep using.
