To me, it just looks like die wear. You can even see "orange peel" look to the fields, which is from a tired die. I think that what you are seeing on the date is also die wear.

There is only one DDO after the 1970's on the dimes, but it is a Philly dime.

Lighting glare. Try using a defused lighting source like daylight. Sorry, no DDO.
