A closeup of the to the left of the building would be very helpful.

I know they call these clash errors. But to me it makes more sense that someone at the mint dropped another die on that affected area and the incuse marks from the other die damaged that victim die, thus altering the dies. Thus why the outside edges of the devices are the areas that are transferred to the victim die regardless of the target area on the victim die. Basically creating a die dent/raised area on the die where the devices hit the other die. Thus the raised areas on the coins. That's what I'm seeing on these. They are just die events to me.
