First time posting & relatively new with coins. Is this a partial double collar strike? Or damaged?

It's probably a stain. Try washing it off with some warm water or soak it in acetone and see if it fades.

1964 no mint mark. The coin has damage from circulation, nothing to do for. Just a spender. For testing you can wash or clean with everything come on your ideas and nothing will be change.

most likely a stain following the contour of the jacket. Also you will not have a 'partial' DDO it would be all or nothing. In this case, I do not see a DDO.

If the opposite side of the coin is pushed outwards, then it could be contact damage on that area?
